Duties and Functions • Prepares the draft budget for the following financial year in accordance with the provisions of the Law. • Prepares with LALU any decree and other administrative decisions needed to obtain the funds. • Prepares in cooperation with the Chairman of the Organization the draft regular annual budget for its adoption by the Board (three months before the end of the previous fiscal year) and submission to the Minister. • Ensures Collection of all fees accruing to the Organization. • Ensuring the proper application of the procedural rules for administering the Organization’s fund. • Manages the Organization funds and disburses them in compliance with approved rules. • Oversees the correct application of the budget and ensures that all expenses are made in conformity with its provisions. • Prepares a monthly report to be submitted to the Board through the Chairman showing the accounts already spent in the current financial year in comparison with the same period of the previous year and forecast for the income and expenditure for the current month. • Keeps files of the receipts and invoices relating to any disbursed amounts for control and audit purposes. • Prepares, the yearly financial reports to be submitted to the Council of Ministers and the Court of Audit • Reviews requisitions for supplies and evaluates suppliers based on price, quality and credibility. • Ensures the proper bookkeeping in accordance with the International Accounting Standards. • Ensures purchases for various units are kept within approved budget. • Ensures the proper Tax filing (Taxes on Salaries, VAT, Non-resident taxes) • Ensures the proper filing of the NSSF contributions. • Directs and supervises the work of subordinate staff.
Responsibilities Management of the Financial Affairs and procurement activities of the Organization, especially in regard to the preparation and implementation of the budget, doing the accounting of the Organization and controlling procurement expenditure.
